Don't think too much about it, you're not supposed to - it's just a game and they did what they did for whatever reason.
The URL tracks, street x, special drags (Airport, Train Station,...) and drift courses aren't in either city, physically or virtually? They are supposed to be in (or close to) Bayview as you can always see the City Core (or other) skyline which is a simple model with ONLY the higher buildings floating in the 'world'.
Those tracks are loaded seperate from the actual Bayview and its All-Access (Ghost City) version, they only load on demand when you select the race. The courses maps are placed on the Bayview map, don't bother it - it's just a game - there's no meaning to it they just had to place it somewhere.
The drift/street x courses are and have the recycled scenery from Underground with certain additions to resemble Bayview resulting the team wouldn't have to build complete new tracks and spent time on something they already have. The areas around the courses aren't supposed to be seen in detail but only its skyline pretending to be (often) in the city core or south market of Bayview, the ground area itself is from NFS Underground and only as large as your field of view - this done to make the players think they are in Bayview.
The Bayview Bridge drag takes place on an alternate version of Bayview (city core and Beacon Hill) - not the whole just about a certain area within your field of view - there are no other roads in the alternate city core except the freeway you can drive on, the alternate Beacon Hill has streets above the tunnel and aside the main street/freeway entrance however, they're just for the scenery.

The MW/U2 comparisom isn't really something...a highway around a city center/downtown, that's not special, LA has that around every district, you'll see it many US cities and probably elsewhere.
A stadium bear a highway, not special some stadiums are placed near highways because more space and easier access on rush hours - its also results a nice panorama view on the cities signs.
A divided tunnel...Carbon has that too in the downtown, fortuna, kempton...and Underground did also.
I'm not saying they weren't inspired by their previous cities, but those things are nothing special.

I found a road that is not driveable and not touchable on the top of Bayview Bridge's tunnel using a trainer. Dont know where it does lead.
I also think Bayview Bridge is a road to a office or building because using a trainer without finishing the race the road is blocked because a building, lol
But, one more, i think it was placed somewhere near Jackson Heights because in the starting line place it haves a mountain and it haves too many trees that makes look similar.

"I don't think that it's a Bridge, it's most like a Ferris wheel (I don't know if I wrote right, here we say "Roda Gigante")" Oh I'm 100% sure that's a bridge. You can see it from a different angle. Should i upload that image too? That is indeed a Ferris Wheel: That does not connect: This road(the one above the tunnel) might be leading to East Bayview: You can see an aeroplane coming from behind Jackson Heights(Note: this is from Bayview Bridge Drag): But midway, it suddenly stops, resets in a different direction, and goes straight into Jackson Heights: Bonus:

the geographical map shows that the bayview bridge is located somewhere near to beacon hill's bridge and they both kinda have same structure. So maybe we cant see that hidden bridge because that was BB's first idea to connect beacon hill and city core together and then it's got removed. But dont understand, why the hell the landscape is so different what we've seen from bayview bridge..? And those 4 highways heading from beacon hills to outta city, that could be somehow connected to Ghost City.

Bayview Bridge is straight, while Beacon Hill Bridge is curved. Those 4 highways lead to East Bayview. Ghost City is a version of Bayview used for some races, in which the blocked parts of the city are opened. It is unrelated to East Bayview.

What if the Bayview Bridge is simply the earlier version of the Beacon Hill Bridge (is it the name at all?) because the design is the same...
And maybe it was specifically build for drags only

So, what about that 'BAYVIEW' sign that can be shown from Bayview Bridge ...seems like it's too close to beacon hills highway. Anyone saw another curved highway texture is too close to the tunnel, it can be seen if you jump (where the drag starts)

About those road textures, MostWanted2011 did post those in some thread, but I don't remember which.
