Well my favorite would be Beta OC, but it's NEVER released. So my favorite released map is released is palmont.

Rockport is a small piece of crap. MW is excellent, but the city isn't. Except for alpha rockport. alpha Rockport was nearly same shit as current. As we can see general structure was same except lack of university (only location which i love in Rockport) which make beta Rockport even worse. |

For me it would be something like this:
1. Palmont
2. Bayview
3. Olympic city.
If we say nonexistant nfs maps (NEVER RELEASED ONES), Then it's something like that.
1. Beta U1 map.
2. Pan city.
3. Mystery city.
4. Other beta maps from carbon.
