Since you're new I should probably tell you, this isn't a theory... This should have been put in regular NFS discussion, just saying.

Even if it was possible to disable reset or go thru the concrete barriers, you would only be able to drive the roads you drive in races, these are only existing in the game.There's a map some guy made for me that highlights all driveable roads in the game.There's one road which is driveable (or looks like) but it blocked by concrete walls.Its the road near the Chinese garden, it goes down the hill straight to the other side - from the buttom side you can look up and see its complete.

However, question is if the game loads all tracks as a city or only single tracks you selected to drive.

If the game loads all tracks for every race and you could pass the concrete barriers, there would be a free roam on the roads you were driving on in racing, however, anything beside these roads doesn't exist and the roads which secured with a reset and drive-thru barrier are dead ends.

I don't think the city was ever meant to be free roamable or basically never meant to be larger or something like that, serveral roads and alleys that you should see according to the map aren't seen when driving.In earlier stage there wasn't even a city map in the mini map, only the track course was shown like in previous NFS titles (1994-2002).I highly believe the map was drawn to match the driveable road layout, the unaccessable places were just added for the appearance of a city [map] - and some estate sections around the actual city are copies from neighborhoods which are in Chinatown.

The drags aren't in the city, just pretend the player to be, just like in Underground 2, some drags, drift and URL races were seperate
from the city with scenery which pretend them to be in the city or near it.

There's one road which is seen in free roam, near the chinese garden, that road which I talked about in the my previous post - isn't even shown on the map, but definitely is completed but blocked by concrete barriers from both sides.

Also, LACooper, can you give me pictures of that road or a video where you go through that road?

On-Topic: I saw a video where there's a glitch. 2 roads with barriers are actually driveable, but there's nothing beyond them, there's an invisible wall, here's the video. Go to 1:40.

I found the second glitch a long time ago and it only works in sprint races
