So today, I was just playing Race Wars in Carbon due to boredom, then I noticed there are no pedestrian cars or police reports, even in a high heat area. Then I looked back at Nikki's text --- "Any new boss of an area is supposed to hold a big race. Costs a lot of money to organize, but every racer nearby will turn up." So Race Wars is an organized race which costs some money, which means it's street legal to race in the area they're holding up in the event. Sorry if you guys already know this

Don't think it has to do with being legal...most likely it would cost cash due to the prize money, gettin racers to there...there are about 20 drivers.

I don't think you can organize a cash prize (lol), but you may be right, but you can also just say what the prize is. As I said, there are no pedestrian cars or police reports, even in a high heat area. Nikki also said the racers are expecting you to do hold up Race Wars, so that basically means everybody is already waiting. So the race is expected to be organized and setup by the player according to Nikki's text, but how is it possible to organize a legal street race if you're an illegal street racer that is wanted by the cops? That is the question.

1: there are 12 racers including you. 2: I think those money are used to keep the cops away somehow. 3: why would you think the race is legal? You should have thought 3 times before posting. 4: I noticed there is always a racer without a crew (cirrect ne if I am wrong)

Really? I thought there are 20 on PC, Xbox and PS3 in the Race Wars.
Just because its organized, doesn't mean its legal, its a big event so it has to be organized, still can be illegal cause street racing and this sure wasn't a Promotion event for T-Mobile, Coke or Gatorade if you know what I mean.
The disappearing of cops and traffic probably is to lower the difficulty, those races are long and partly hard to master, imagine cops and traffic would interupt the racing.

I think if the race uses traffics and cops, there will too many/much cops because all opponents will start a pursuit, and for traffics they disabled for not disturbs the race (so the player can choose traffic settings to "Maximum", all will hit the traffics, lol)
~Not an legal race, the race just a race to celebrate the win of beating the boss (because it only appears if you beat a boss).~

The amount of racers shouldn't remove traffic cars or cops. In a normal race, you see a lot of cops chasing you + pedestrian cars. Add that up. Wouldn't that reach "maximum space" and cause a lot of distractions? would also take time to load up the traffic cars. So I think that shouldn't be an excuse.

In Carbon the Race Wars are available after you take down a crew boss and control the disrict, its expected because if you take over a territory so "you have" to participate in the Race Wars, the race itself is only to reach 100%. A normal race is short and has only a few rivals. The race wars are longer, take more time and there 20 drivers as far as I know (Pc,360, PS3).There are probably no cops and traffic to not interupt the racing, imagine you race for 20 min and a damn traffic car makes you lose. However, the races are illegal, organized (isnt like every race organized) but still illegal.

I found something. NFSC PS2 - No race wars, all races opponents set to 4 opponents. NFSC PC - Race wars available, all races opponents set to 6 opponents. But except for canyon, only 4 opponents. What do you think?

Also race wars is an "all of kempton/fortuna/downtown" race. Oh one more: Why there is no Silverton Race wars?

The whole reason why there are no pedestrian cars or police reports happened during Race Wars is because the game limitation.Sure PS3,X360 and PC releases of NFSC is much more capable than other releases but they also have limitation to implement pedestrian cars and police cars.If they do implement them then the game will lags so much during the Race Wars for these systems.

This is the best answer! They removed them because the game will lag. But my answer is: they replaced the cops and traffics with opponents.

Race Wars, you need money to organize it. Both types of races need to be organized. Even if you text or call some guys for a normal race, you need to organize the location, the course lenght, flag girl and avoid high cop patrol routes. And actually, you would need money to set the bet...but there's no such thing in NFS for some reason. It's like a party, even those that are just planned right after school, you sent a text to everyone and organize the stuff you need on your own or with some from the clique, you know what ya need so things are easy. I always have 400 red cups in stock lol, an average party takes like 100-200 cups, beer pong and other games excluded, so we're always up for a party and just need to get more beer and liquor and tons of ice.

On the PC version, race wars has 12 cars including the players car. Regular races have 8 cars include players car and crew members car if crew member is present.
Comparing to other games - Nascar Racing Season 2003 (Papyrus game) - 42 players online or offline.
Need For Speed 2 - (1997) - 12 cars including players car. Need For Speed 2 SE - (1998) - 8 cars including players car, it stayed mostly at 8 until Underground 1. Underground 1 - 4 cars including players car. Underground 2 - most events 4 cars, url events 6 cars Carbon - back to 8 cars (12 for race wars).

Any NASCAR game has 43 drivers in single player modes, tho only a few allow 43 in multiplayer (NR2003)
Undercover also has races with 8 or 10 drivers.
