Ok...you guys all seem to be confused now at my post. I am going to edit this theory and make it all clear for you guys. And BTW, I am actually investigating mysteries in NFS Undercover now...to fit in this OpenWorld Era.

Hm? Carbon in development since 2003? I don't think so...more likely since early 2005. The buildings could look similar but then high buildings in the US looks always similar except specific state of the art buildings, and still in NFS the developers were inspired by real world cities and buildings, mostly LA, NYC, Chicago and Vegas. On the other hand I don't see that many similarities, Carbon shows more flat top buildings with same height and two skycrappers with flat tops and third with a empire state building/pyramide top. Underground concept art has different tops, less buildings on one place and different heights... Really?? Bcoz I seen some threads and videos where it mentions that Carbon may have been in development sine UG1, which was in 2003. I agree that the buildings in the US look similar and these games have always been based on cities like LA, Vegas & Chicago, but Broiler made a video where he uses camhack and proves that those cities were Downtown and others commenting that they could also see the dock in Kempton. zhrizz posted an image showing a concept art above but I am not sure that it is Underground concept art....it could be UG2's as that is a LITTLE similar.

No, each NFS game was in development for about two years, the longest development time was scheduled for The Run (3 years). What are you talking about in the second part after you mention Broiler. The concept art is from Underground, found in the Underground fansite kit file, it represents the city, not Olympic City itself but the idea of the city, there are some more for each district.

@lacooper : Broiler remade a video of Tripticon8 claiming that the box art of NFSC: CE is actually Downtown (only).
