Installing a Spikestrips system would be actually easy, a board system that releases the box off the car which with short delay releases the spikestrip...and it would fit on rear engine car as this wouldn't require much space, dude some sports cars have a parachute installed at the back.

Haha, I don't know why some complain it's just vidoe games and the weapons for exmaple are supposed to entertain and make pursuits more enjoyable on both sides, a simple chase tryin to hunt the other guy and ram the subject can be really boring or even frustrating if you're having trouble. You had some Pursuit Tech in the first HP already, at least as a Cop you had radar and spikestrips (throwing backwards off the car), the AI could setup roadblocks and spikestrips block too.In High Stakes you could call air support, spikestrips and roadblocks, call support unit (and manually select a unit seen on the map to help you), throw spikestrips and switch police cars which are closer to your subjects...HP2 was much different, the chopper dropped bombs haha. I'm not an engineer but installing spikestrips to a real car wouldn't be difficult, you could also use spikestrip-chains or those nails to avoid developing an electronical device or mechanical activiation unit that releases the spikestrip rail on the ground.

There are such things as 'Tire jacks' (NOT the kind used to raise a car up, no. I don't know if they have a different name), which are these rather large spiky 'jacks' (like in that ye olde board game 'Jacks') that are dropped out of the back of a car to immobilize another vehicle behind it. I think the Secret Service or the CIA might use them, but I'm not sure.
