I added the roads that were grayed out, now it looks like a real city, with dead ends here and there and some roads shaped like circles.

LoL! NFS World map is 100% wrong It is just imagination of their studio to make it this way (Like road out of Rockport(Closed one). In World it's a tunnel xD) It's not wrong. It's in advancing in 2010, while Carbon and Most Wanted are in 2005 and 2006! Time goes by and the cities advance, and as you can see the map in the cities, the are new roads!

@qwertyvanhallen , the scaling of the maps is wrong.Either OC is too big or the others to small e.g. Rockport was their biggest map until Palmont and then it was Tri-City Bay.Rosewood itself (with Highways) should be almost if not already bigger than Olympic City...
If I would put them onto one map, I would take care of the climate and the coastal location we know...it probably wouldn't be able to just drive to the next city, but follow a long highway until a teleport point, or it would be on a fictional down sized US continent.
Rockport would be on the north east of the US at New York/New Jersey. Palmont would on the west coast in southern California 'near' the borders to Mexico. Bayview would be on the west coast in southern California between LA and LB/NB territory. Olympic City would be in northern California at San Francisco and up. Tri-City Bay would be located on the gulf coast of america at east Florida or the gulf of california. Motor City would be in the heart at Detroit as it represents Detroit, the real Motor City. Seacrest and Redview are all-California home, they would probably be in SoCal.

This is my imagination of the road from Rockport to Palmont after the final pursuit in NFS Most Wanted. I know this map is wrong, but this is only my imagination, so you know...

and btw is olympic city's longest race is 5 miles, and palmont's is 20, then olympic city must be small.

Yeah OC is way smaller...Rosewood itself is almost larger already with the highways

But, as I think, the OC in game is not the whole City Apparently it is the whole city as you got the industrial section, the coastal estate, the downtown, chinatown, suburbs and parks and the airport right there. Why shouldn't it be the whole city?
