There are 3 drift types in NFS Carbon.
1. Drift Course
2.Canyon
3.City!?!?
(in Quick race i realised that there are races for all districts)

I just didnt played much quick races (especially in city, only canyons) and i realised this city drifts when i was searching drift track races(there are any of them only chellenge and career) those city drift are never shown in career.

And Kempton doesn't have any city drifts, maybe they were made but dropped out due to shortage of curves?

Every district have at least drift track.(in Downtown are 2 tracks:old quarter and second i dont remember name of that one) I checked the game at drift tracks and all the drifts there were on the DC (drift course) and the canyon but none of them in the city |

But yu checked it in quick race? Try open quick race map and change race type to drift and there you go there could be races in city. I'm sure that one is on streets of Downtown.
