Why isn't the whole map used in game? Cuz there is no reason for whole map visible in game where you cant free roam(it's shown whole sometimes but in very low quality in compare to zoomed ones, that's why Felipe made new one out of these zoomed ones(names of the roads are visible))

They could've easily added freeroam but they wanted to finish up development quickly so some of the areas in the beta were dropped before they could finish them. That's why some of the roads don't exist ( like the one in atlantica ) and why the map is incomplete ( Missing roads on the north and south, plus roads that aren't even on the map around the Chinatown area and the alleyway in Stadium that exist in game )

I'm 95% sure that Underground 1 has no free room couse it's based on real life city (my guess; LA).

Heh? Doesn't make sense that this would keep off free roam, they just didn't had the time, the concept for a free roamable map and it wouldnt fit the concept of the career mode.
Olympic City doesn't look like LA, nothing there does, only the Altantica yacht harbor could resemble marina del ray but every coastal city/town/small town and city/town that has a lake or river have a yacht harbor.

In my opinion, I think it would just be weird to free roam in Olympic City. Look at how the map his formed - there are just a bunch of intersections which would just keep us riding in circles and rectangles...

It would cool urban driving like Manhatten, Downtown LA, Chicago - it resembles a true US downtown district UG and UG2 are similar to the movies because the games were created just because of the movies. You mean the LA River? But that's just a spillway in the game which is also in Most Wanted and Carbon - the one in Carbon is much more similar to the LA River because its waaaayy wider. Bayview is heavily based on LA. - The Bayview Sign = Hollywood - Beacon Hill resembles shopping streets of Santa Monica and Beverly Hills - The Jackson Heights (inc. houses) have similarities to Hollywood Hills and others - The City Center skyline resembles LA and NYC. - The Observatory resembles the Graffith Observatory. - A shopping alley resembles the shopping alleys at the boutiques Breguet and Gianfranco Ferre* *In U2 its that divided avenue with bunch of boutiques players use as a shortcut. A question who came up with Market District? It's all Chinatown which is not only seen by the environment but also on map with the dragons marking the territories. And National Rail being a district too? What... Olympic City Atlantica Downtown (or Inner City, City Center) Port Royal Chinatown (Airport)(it might belong to Downtown)
