The only thing that came close is Saint-Mark, Zone Industrielle De, France.

Could be a fictional city. Electronic Arts created a fictional Redwood City and a fictional New York City for Atlantica and Empire City, respectively.

Yeah, but Porsche Unleashed uses to be in real world places of europe.
Atlantica and Aquatica look more like a futuristic coast town.
About Zone Industry, it must be some more known places like the other tracks, Monte Carlo, Cote'd Azur...
It could be a fictional track tho cause it has no real city name, but a district name or type

Some of the locations are very generic. Normandie is just a region in France. The course location otherwise could be fictional. Schwarzwald is rather large. Again, that route could be fictional.
Just as the futurized Redwood City is partly real, so too could Zone Industrielle.

But like Normandie, it is a region, not a specific location. The Black Forest is quite large.

Still, doesn't mean the courses are fictional...they might exist(ed) in the same or similar appearance.
I gotta say I find the tracks pretty bad or lame anyways in PU (Monte Carlo was the only good one)...I pefered the North American courses in previous NFS and of course in MCO.
