The stores (which oddly are mostly home development stores) must have no business with those unused roads Now on a more serous note... I feel maybe previously in Carbon these were actual roads, but then were cut out in the final package. Perhaps in beta carbon these were actual roads in "Mystery City," but then were cutout after? I'm just speculating, because of this (which also requires a bit more research too) So this is the map the other person made. (Well, the purpose here is that this is Kempton now) Now this, is Kempton in Mystery City. I noticed that there's something cut out from the actual kempton, circled in red: Notice how also in the other picture provided by another person (i know im too lazy to look back at names) the road divides into a two roads. I don't know...what do you think? (btw its really the first time i'm sort of adding to a theory . so don't flame me if I've adressed something already...)

@grovyle Good Job, It makes sense, but Kepton in MC differs greatly from final one, except part of sewer canal and hwy there is nothing strickingly similar. That much detailed roads are proof themselves, we never had streets like this outside of roamable area (except actualy accessible roads in ug2, closed due road works, but open in ghost/race mode Bayview) in open era NFS's.
