Silverton beta. Definitely.
BTW there was a San Juan preview and the dev guy said the San Juan is based off of new mexico. So that's why we have the rocks

Look here :    On the very first img that looks VERY i mean VERY BETA-ISH u can see silverton on the background. the other two are very beta-ish too and show the same mystery city textures as in the final.... find it kinda interesting... |

You right tryp its interestin but now i started to think that they never was done free roam able MC only San Juan.

The first image is Kempton. Look at the road and how it turns and the shortcut on the left. That's near the place where you meet Samson. I believe this is beta though because of the graphics and I don't remember facing Kenji in Kempton... |

Yeah I remember that road when I was doing the OOL glitch, that's definitely from the finished carbon.
