Well, I think JV used to be #1 in the blacklist. At the beginning, Razor was #15 and Ronnie and Bull weren't in the blacklist. They were the top 3 there, so the #4, which is JV, was #1 before.

I think it was the same order, just Razor wasn't there and in the beginning they were not racing for blacklist rankings

It's possible that the ranks of the blacklist when you start the game just begin to form, and the positions were determined randomly.

Then we get Razors attention and face Bull. |

I think JV was also in the docks after the race againt ronnie, because you can see a green viper in the cutscene
