My theory is when the producers were still designing Rockport, the turnpike was supposed to be the main entryway/exit from Rockport instead of the blocked off road with the drawbridge, and the plan was scrapped because they thought that it wouldn't be as exciting of a final mission if all the player had to do was cross a major bridge, why not make it a drawbridge? That flows with the idea behind Carbon's introduction better. If you cross a major bridge there's a bigger chance you might get arrested, but a closed down drawbridge? Only afew officers would even try to cross over to the other side ( no pun intended lol ) And plus, looking at the early versions of Palmont it looks like it was set on an island, which explains the need for a major bridge and not a small drawbridge.
TL,DR: I think it's just a leftover from the early version of MW before they decided that Carbon wouldn't be set on an island and it might possibly be set during the day also.

In the actual game intro "6 days ago", the player is first seen in Point Camden, east of the lighthouse, heading west with the turnpike bridge visible ahead to the left. In Most Wanted, there are only far "textures" for the turnpike, so it can only be seen from far distances. I don't know if there's any way to get a view of the turnpike from the far west side of Rockport. The player is already racing with Mia, so there doesn't appear to be any scene showing how the player actually entered Rockport.
As far as the Rockport / Palmont "connection", Rockport is supposed to be an east coast USA city, while Palmont is a west coast USA city, thousands of miles apart.
