Tho, I may have an answer for the road you can see in the preview screen (highlighted red) your video MostWanted.
Near the wombats stadium, there's another section of that bridge which passes behind the college sororities and appears at the gas station disappearing in the far mountains in the east of Rosewood.
Now, if you ever drove along the road of the old bridge, the section in the mountain turns back to Rosewood in direction of the bridge seen next to the football stadium.
Now, I believe this road is connected with the road behind the bridge and where does it lead? Well, nowhere, but it would lead to interchanges, towns, cities where you can go east, west, north, south and e.g. to Palmont.
For the bridges in general, they are most likely just cosmetics for the city to simulate/pretend a realistic atmosphere of a city being able to be entered and left, and surrounded by other "life" so the player won't think he's driving in a cage in the present or future where the earth lost to a fall down and humans built cities in a house of glass with no entrance or exit from outside.
