I think there were supposed to be cops in UG1 because I dug the files of the game with NFS TextEd and found this: This probably isn't enough evidence to prove that cops were indeed supposed to be in UG1,just wanted to share this.

Maybe leftovers from HP2, but I am not sure.
But only cop lights isn't enough for proof. If you found some other textures, this might be something.

It means Cops was supossed to pursue opponents in UG, sadly it was cut. If Black Box made cops finished, UG2 will have cops too. So that texture was cut.

Yh we were supposed to have cops but they got cut ultimately along with a whole bunch other features similarly how it is with carbon too

About the video, isn't it time to delete it because:
Those images shown in the video aren't screenshots of the game or its beta version, they are drawings also known as artwork or concept arts which are just a base for the city setting (type of the city)...it was either drawn on paper or the computer.
I wonder how people could see good graphics in it? It's like so obvious that its drawn...like, of course it looks nice...I don't know anything about computers or graphics, yet I see its a damn artwork.
About the third artwork where he says it looks like daytime? Like seriously?
It's night, you see lights of every building, street lights, lights on trees, reflections in the water, the pool lights reflect on buildings.
And about the cop or security service (double red?, its either an 70's cop vehicle or a security service for the port area...it's just an artwork, which means nothing.
Didn't you guys found other leftovers from HP2 like heads up displays, I bet its from HP2 too...
And the building from UG and UG2, its like 7 times in Olympic City (UG), even the drag tracks have it bunch of times.

This is random but since we are talking about it, I've found this texture appears both in Hot Pursuit 2 and in Underground 2's files. I thought they were made by different companies and that they didn't have stuff in common but I guess they do. And Idk if Underground was meant to have cops, judging by the concept art and pre-release pictures and stuff it always seemed like they only planned for it to be about tuner cars racing, no police chases. But that's just what I think.

Actually the whole bayview is not accessable in ug2, what we've played it's just a part of bayview. You can see the unaccessable part from Jackson Height...so quite possible that there are police headquarters and cops too. Who knows, its a Mystery. Only thing we can do is Guess.XD

It's not sure if that texture district is an actual part of Bayview or if it only exist to improve the panorama.The map from the cut scenes doesn't mention anything about that area at all - just green.
Also, it's not unacccessable, it simple doesn't even exist, just a copy paste texture.I doubt it was ever meant to be driveable, its just there cause looks good at night better than looking down on a huge black texture from the heights, that's why they probably added that area.
And if it's still a district of Bayview, it looks like it would be suburbs.

I think so, the panoroma city texture is so close to bayview that it doesnt seems like another city. Cause the distance is not more than 1 mile..i think. Maybe it's just a random copy pasted texture but it shouldnt be too close if it's not part of the bayview.

We drive thru the whole Bayview, the core of it.The textures you can see from Jackson Heights most likely exist to improve the panorama view down to the city.Afterall it could meant to be the suburbs of Bayview, but they are not important.
Sayin we don't drive through the whole Bayview is pretty much a lie cause the east side doesn't exist to be accessable at all, its just flat textures.
