WARNING! LOADS OF TEXT AND PICTURES YOUR PC OR MOBILE MIGHT DIE OF AWESOMENESS! All right folks, this is my very first hard worked theory! Of course this one is not yet completed so it will get update every week with new stuff. Anyway, I'll investigate the Southwest highways in Tri-City first. This what I found so far: Unfinished highways are everywhere in this area. Here's more: all of these unfinished highways are located here Next one! It's on the south area of Tri-City. Here's the pictures These are located here: So why these unfinished higways are added to this game? Also there are lots of cranes and cargos so why? Maybe it's just a design for the game itself. That's my thought.... It's just the beginning of this investigation so maybe there more hidden stuff there. Oh look, there's Mystery City.That's all and please don't be too harsh to me. I'll be giving my best to investigate this game so that us guys have something new to investigate. Seriously, it's boring to only investigate Carbon and Most Wanted since they did them all. Tiny suggestion; get no-cops file. There are few files which give you that. I knew about this stuff before.. only thing I didn't noticed is ship-containers on this photo: i.imgur.com/wQtPktR.png

Don't tell us you think they cut highways because that is just supposed to be a construction, like it is with most constructions in Need for Speed with the difference some constructions are driveable in Undercover and work as hide outs and jumps.Some are tricky to find and get onto like in the industrial area of Sunset Hills. Those constructions aren't anything unfinished of development, they are supposed to be constructions to deliver a realistic dynamic and growing world. Obviously, its a big construction and they need all the cranes to lift and hold the big highway segments and other materials/sections.The containers probably have tools and material inside that were delivered with trucks and ships to be stored safe and dry. Even advertised on a really awesome looking artwork

What's this about? I think everyone knows about this as long as he/she played the game or saw a video. I think that it is some design 'cause highways will look boring without those. So how about some expressways that leads nowhere like this anyway, I'm just starting so more will be discovered later on. I would like to start this with some obvious suff first

You should read my the comment (updated)
Its a large construction and the expressways are build inside the bay area I assume e.g. to shorten the distances between the districts and handle heavy to avoid citizens driving around the whole city.They also could connect other (new) highways that lead to and out of the city (for the reality)

There's only one major expressway connecting each district around the bay, to reach any other district and other places you'll have to drive around the whole bay.It has large highway system, but there are reasons to extend.
- shorten distances - handle more incoming and outcoming traffic - Connections to the other highways/cities - more access/exit points

Basically, the devs would have made these unfinished for more reality-based Pursuit Breakers, but they maybe were cancelled later on. But the others are right, these would be under construction for in/out of city and traffic management. Believe me, when I was playing and was stuck with a damn solstice gxp bug like thing, i really wished there were pursuit breakers in those areas and I was all like "y not put dem in those unfinished areas?"

That´s a great Idea, Even though it would give you 1 mil of bounty for destructing one of thiese cranes If that thing crashes on the highway it would probably brake the road apart

I wonder why some people always think that constructions in NFS have to be unfinished during development cause not enough time or simply cut off...seriously, it's like they never saw an construction in real life...and if they do they probably think the world's hidin something from them And why would the developers make a full detailed construction outta it... It's just a construction and part of the game world for realism and sure it's unfinished, but not because the developers didn't had enough time, it's unfinished because it's a damn construction, it's finished from the development aspect however.

So they probably do have other constructions somewhere or will enhance certain highways "someday" to handle the traffic better...the type of highway construction takes many years until its finished. Tri-City Bay is growing, the south of Palm Harbor has many construction including casinos and highways (you can drive on them) and the industrial district of Sunset Hills also has some constructions.
