Now, this may sound like a stupid theory (it probably will), but I've discovered something interesting from most of the Open-World games. In Need for Speed: Underground 2, there is a street racer named Nesto, and apparently he owns a body shop in City Core. In Most Wanted (2005), there is also a street racer named Nesto. In Carbon, Nesto appears AGAIN. I don't know if he appears in U1, but this is something interesting. Either Black Box reused his name, or decided to put him in a few games as an easter-egg.
Here is what his story could be: Nesto is a mechanic in Bayview, and seeing the street racing action there, he decides to become a street racer himself. After getting bored of Bayview, he moves to Rockport where he attempts to get onto the Blacklist. Nesto fails, and moves to Palmont. He is hired by a crew, and he remains in Palmont from then on.
Now, before you say that I have no proof, I do have proof. Look at U2, MW and Carbon. You will find Nesto at some point. His story is my imagination, of course, but it does make some sense. It is, however, my imagination. I hope that this isn't as stupid as it sounds, but if it is, sorry in advance.

UPDATED: Nesto was a street racer in Olympic City, then he moved to Bayview and bought a Body Shop.

Never heard of Nesto...if its an AI racer, then EA probably just reused the name, its probabl not the only one.In fact, giving those names a meaning that appear without havin impact on the story is over the top imo.
Just a question if Jason appears in all games, would you say its the same Jason?
It can be always a different guy with the same name.
However, I should mention that it's possible that some names could be from developers, e.g. in Motor City Online they named specific streets, billboards and buildings (stores, restaurants,...) that were usually used for loading screens by the developers sur-or last name.
Loading screens showed a certain point of the track in live-game graphics with the naming and additional info for the track, each track had serveral of those Hotspots and they were loaded randomly.

You can make up anything to nothing to have sense He could have left OC for vacation in Bayview, won the jackpot in the casinos and bought a fancy house in the heights, duh. However, keep in mind why would he follow the player or move across the country to the places where the player settles down? That's is so unlikely that it smells like fanfiction as MW likes to say, there are millions of cities in the US he could have moved to And just don't come up with he wanted to hit the Blacklist, a street racer Blacklist would exist in many cities then.

Yeah, maybe not the blacklist. It could be a different Nesto. We can only speculate.

As many people stated, there is no connection and no "Easter Egg" about this Nesto character. Just a reused name. Developers do this all the time, so I dunno why you're making a huge fuss about it.
