It's just some old dirt country road in the desert and probably a real life picture cause of the details of the environment, shadows and such...

Wait. did black box contribute for Vrally at all?? (they were EA Canada at that time) if they did maybe its just a leftover or Underground/HP2 was meant to have rally cars. UG could have had the Lancia in it, same goes for HP2, which would make an opening for rally races

V-Rally wasn't made by EA, it was only sold as NFS in North America and that was in 1997...a 6 year old (at that time) left over???
Black Box was bought in 2001/2002 and had an department in the EA Canada building, it remained Black Box until the studio was shut few years ago...I know that cause HP2 (PS2) says Black Box Studios on the back...
Yeah cause in HP2 Rally Cars between super cars and exclusive sports car is legit...
That picture shows a two lane desert road...

V-Rally wasn't made by EA... Yes, but wiki says, that all V-rally games made Eden studious and it says, that Eden made NFS: Porsche Unleashed, too. There can be some connection.

They only made the PS1 version... No, seriously just don't put too much thought into this, it's obviously a photo of a road in the desert and its in the game files for whatever reason, but it's definitely not from a game...just looks too realistic to be from a game, especially from back then. This might solve the question, HCI (Hot Compact & Imports is or was car magazine about tuned cars.

For me it looks like a rally stage. I know, that EA made NFS: V-rally game in '99. So, maybe it can be an easter egg, but I'm mot sure, because it's really highly datailed. They Do created some "Easter Eggs" but they usually were just some real companies or logos somewhere you won´t look usually but as a placement is too obvious. Maybe? I don´t know

The thing is, it is definitely not a race stage or something, since it is just a picture, not a texture or a model. The mystery here is what would it have been used for and most importantly, where is the picture's location? Was it supposed to be a place in the game?

I doubt it was supposed to be a place in the game, with its details it's a real world photo...could be used or a place holder for the HCI magazine, which probably got replaced or never appeared...the PS2 version uses backgrounds unlike the PC version (for whatever reason only colors)

I doubt it was supposed to be a place in the game, with its details it's a real world photo...could be used or a place holder for the HCI magazine, which probably got replaced or never appeared...the PS2 version uses backgrounds unlike the PC version (for whatever reason only colors) If you're talking about the magazine backgrounds, there's a bug on pc version which only shows the backgrounds at a specific resolution, not every resolution, but idk what resolution it is :/
