That's actually a really good find. I can't see it very well because it's pretty small but I could make out the center console, and that looks exactly like the 1995-1999 Eclipse's center console. It's very likely that NFSU was supposed to have better graphics, as seen on the interview with one of its devs back in 2003 where he talks about damage. Since NFSU and ending with Undercover, EA really rushed things and as result the games lacked alot of what they were supposed to have according to the interviews with the devs back in the day.

Actually, it could be a leftover from MCO, the two imports that were added later to the game never had an interior (they had an interior but not for the cockpit view), while every other car had a very detailed 3D interior.
One of the cars was a 99 Eclipse Spyder GTS.
But if it was planned for Underground, they probably dropped it early because the game would play at night and detailed interior and driver models were not important anymore...the lack of damage can be explained that companies didn't want it - HP2 was restricted with damage but still allowed a certain visual damage and smoking engines but also a performance damage (PS2 only)

about the interior i din't added earlier it's actually the celica's interior but when i checked the integra interior it looked the same so i won't place the integra interior unfortunately. so here it is:
