So curious as i am i went into the file called "cardtextures" in the GLOBAL folder. What i found inside will not blow your mind, it will drop all of Kim Jong Un's nukes on it. All At once. Take a look : take a look at the names of the files. Some examples are : "CARD_EXTERNAL_ REINFORCE" and "CARD_EXTERNAL_ EMPIMMUNE" Now doesnt all this seem like pursuit tech? Was carbon actually the first game meant to have cops that could actually and literally SHUT YOU DOWN? Nope. MW 2005 was. And im more than sure that this wasnt a lefotver from HP2 (PS2) since its before both UG's and uses a different engine. Now this made me think... "EMP's had been in development since very early stages of MW2005 why was it not finished for Carbon?" Then i thought of the difficulties they could have had because of console limitations and the PS3 being harder to develop for. There's no mention of EMP's in the actual PS2 demo. As in the actual demo, not the files. Also there's 27 files there, which means 27 different Pursuit Tech. If it wasnt achieved in 2010 much less was it possible during 2005, which made me think... Did Criterion actually think of pursuit tech or was it just taken from MW2005 and finished? I mean they could have done that with the right permission and since BB was working on The Run they most likely would have gotten the green light for it. Leave your thoughts down below. We got 5 days. Better make em good

Icons or files don't mean the concept behind it was ever developed or fulfilled in the game.
And to be honest the roots of pursuit tech come from the first Hot Pursuit, High Stakes and Hot Pursuit 2.
Both were/are EA studios and the content belongs to the company EA, they wouldn't need the permission of another studio to use internal content/ideas, however I doubt they used what BB considering if anything of it existed would be lost five years before already.
27 pursuit tech? I think you didn't read all names, I only see Infrared, Night vision, radar jam, no fly zone, EMP immune

EA dont add files for nothing. most unused textures are from things removed near the end of development. it may be left overcode from the previous games.

No, it's just some people go over the top on everything they find, it was never mentioned not even seen in the earliest videos or gameplay scenes, neither the first demo for PS2...I take that it was something they thought about very very early but never did it, there are also only icons for it (as it seems), maybe that's all they ever did about it, prepared icons.

Get the stick outta your butt man...I said they thought about it very early and prepared stuff like icons and names (and maybe even tried to make it), but not everything was adopted to the development because plans changed, concept brought issues in reality or just impossible to make and useless files get left...look around, someone found gauges of HP2 Ferrari in U, does it mean the game was supposed to have a Ferrari?

Maybe there was another game planned to be released in the middle of these.

Well if they weren't in any of the previous NFS' files, then chances are it actually was an abandoned feature. I think the EMP feature was supposed to come with the Helicopter in the early early betas, either that or around heat 4 or 5 they would start pulling off to the side of the road and shooting immobilizers instead of having spike strips all the time.
