This isn't that, but it is still an interesting find. Perhaps it is an unknown road that leads out of Fortuna.

I don't consider this as a town, but maybe an unseen part of Fortuna. PALMONT WAS SUPPOSED TO BE BIGGER!

Well since we have lots of inaccessable roads in Downtown, some in Silverton, and an inaccessable highway system in Rockport, it's purely possible.

Not that one - we can see silverton as a lot wider disctrict from the canyons for example desperation ridge

maybe we could access those tracks to go to san juan in the beta Mmm, nah. It is just an unaccessible part of Palmont that never appeared in the map. San Juan is far away from the sea and is to the east of Silverton.

Well from all this info, ive thought about something, first: it's certain that canyons is far away from palmont. NOT near as they appear on map ingame carbon. Also from the canyons you can just see palmont far away with 2D textures. That makes me think there're at least 30 to 40 km distance between silvrton and canyon (air distance) The real distance if you drive, would be around 50 to 60 km which would take 2-3 hours to drive from silverton to a canyon. And it would be a lot of empty space to make silverton a bigger district. BTW Silverton is too small, compared to other districts.
