Panorama City:
Panorama City (Pan City for short), is a not fully accessable city to the northeast of Palmont. Panorama City has only one accessable area, San Juan, and is at least 1,5x bigger than Palmont City. It has a deserted landscape with desert rocks and mountains surrounding the city.
The name Panorama City comes from it's texture name, PAN_CITY - which stands of Panorama_City.
It can be seen from these canyon locations:
-Journeyman's Bane, Deadfall Junction, Desperation Ridge, Eternity Pass, Knife's Edge, Copper Ridge and Gold Valley Run.

It is shown as an orange street texture collection (you can see 2 divided by a mountain, but the other one is only visible on Desperation Ridge, it's to the north), along with a highway leading to it from Silverton.
PC/SJ Paradox explanation:
Alright, so we mix up San Juan and Pan City all the time - and I've came up with an explanation.
San Juan is just the part of a very big city area to the east of Silverton, which is built around some more canyons, and directly near deserted rocks. It's at least 1,5 times bigger than Palmont, and it can be seen from some canyon locations to east of Palmont.
Panorama City from the inside (San Juan) looks like a city full of Mystery City textures, so that's why people mixed it up with Mystery City. Those city textures are just replacements for the actual Mystery City buildings in Lookout Point, and pretty much has the same purpose as the city textures in Panorama City.
Some people get confused because you start the game near Mystery City at Lookout Point, and then you get put into San Juan, on the other side of the map. The reason is, San Juan is just a leftover, and we're not actually supposed to know much about it. You know, there's a reason why the textures of mountains are completely black - they wanted to prevent us from knowing that they screwed lots of things up.
If you look at Panorama City from San Juan, you get this:
City textures everywhere, deserted rocks around, canyons hugging the city. We can see the Silverton lights from here, and a city area closer to us. That city area is none other than Panorama City itself. San Juan is pretty much on the east side of Panorama City, which is out of the draw distance, so that's why we cannot see the rocks from the Palmont City canyon routes.
Highway heading to Panorama City:
From Eternity Pass, we can see highway textures leading to Panorama City from the direction of Silverton. This may be the primary road to Panorama City from Palmont City apart from the Canyon routes.
Panorama City's Canyon Route:
Have you seen the TV AD, I've uploaded yesterday? It's very interesting because of the fact, that the whole video's first 18 seconds are recorded on a canyon route looking at Panorama City (from an unknown angle), which I couldn't identify, but then when the camera goes trough the windshield, the canyon route changes to this:
Now compare the city seen from this unknown canyon location with the surroundings of San Juan.
Just like Lookout Point for Mystery City, Panorama City was also supposed to receive a strange canyon location which had been cut in the final version of the game. Strange thing is, this unknown canyon location is not including the Silverton lights. Strange!
Pan City had been discovered around March and this is the first thread directly made about it. Maybe because we were busy with Mystery City and the Canyons after. It's time for Pan City to be explained and busted.
