Oh right, you could also say that San Juan is another roamable part of mystery city San Juan and whole current Palmont basicly, but no. Only small parts of SJ were there (one road looped) i mean something what wasnt drasticly changed (in shape and road system of certain district). LP is not changed at this point in any way in meaning of road itself.

I originally found the early map from the NFS Carbon demo files years ago, since thne it went around the internet, and after you take a closer look you realize the massive island is just a put together of the Plamont districts Silverton, Downtown, Fortuna and Kempton, you'll also find some Canyon roads (mostly sections of one or the other) and San Juan, Lookout Point track cna be seen on the south east.
Mystery City doesn't exist, afterall its highly obvious that unknown textures of landscapes and city scapes are just there for atmosphere purpose, this is the deal for all NFS titles, tho NFS Carbon really is full off weird things...but I wouldn't look to deep because you may go ove rthe top and forget to see the real answer.

There's a theorizing, and going over the top or overreact as Kacpa2 said, some younger user tend to overeact on every, I just wanna help here I once too thought all kind of things when I was younger, but once you look at it more realistic, you see it's not that special.I just want to help and maybe even I find informations I haven't knew before, for example there was some talk about Underground beta pics and it took me only minutes without even playing games for awhile to name the locations of these and drop the thought of it being from a beta map or deleted area.I gave alot information about MCO here on this forum... I mean, anything that is symbolizing a city, road, buildings around the main city are most likely only for the scenery, the realism of simulating a city in the real world which is surrounded by other cities and has roads into and outta the city - if lights around a city at night are that special, what is it when you see it in the real world? I'm sure the developers wanted to fulfill the atmosphere of living and breathing city - but you can call it a mystery city, but the thing is this mystery city, which indeed is mysterious or better said unknown because we just see the textures - but this probably was never meant to exist nor ever meant to have a deeper meaning except fill the empty horizon, cover land or replace the ocean. This has been done in the very first NFS already and didn't change with Underground, a landscape in the horizon to match the tracks location to give it a good atmopshere, instead of an empty background, this avoided the developers to create 3d models in the far which would require more system performance for something players wouldn't really notice.

You made your point there, but with noting these places we can learn much more about the game and it's universe itself.
