Yeah, it's supposed to be that way, Cross also appears in pursuits in Carbon.

Yeah, the way to make him appear.. I don't remember exact how it works, but I think it was like this:
step 1: Get heat level 5
step 2: ALMOST get busted
step 3: get in the evading meter (not cooldown meter, but evading meter)
and Cross appears.
I think it was like that.

That's just Most Wanted 2005 leftover.Notice the sides of his car is showing RPD logo not PPD logo.

I don't remember exact how it works, but I think it was like this: step 1: Get heat level 5 step 2: ALMOST get busted step 3: get in the evading meter (not cooldown meter, but evading meter) and Cross appears. Actually Cross was supposed to go to palmont with his C6 and he buys Z06
Wait, C6 CORVETTE? But he crashed at Rockport when the player jumps out of the city! Also he changed his car to Z06 Corvette, Not using C6 again!!
EDIT: Maybe he fix his C6 and he put it on his garage or Police Departement.

He didn't crash his car, he just made the stop...the Z06 can be explained in simple ways:
1. EA didn't went for a C6 license because of the Z06 release, which also became the base model for the new cop.
2. He was suspended, had to leave his police corvette and bought a new corvette.
3. He kept his C6 and removed the police vinyls and added others, but as EA didn't bought a license for C6 in Carbon, EA took the Z06.

Im gonna tell EA to Edit the NFS Carbon's Z06 and replace with C6 Corvette!!
I'm Corvette C6 fans. But i hate Z06s.
